Should exterior wall behind washer and dryer be insulated? Currently there is only some white insulation near pipes. Not sure what kind of insulation.

Yes! All exterior walls must be insulated.

Yes, all exterior walls in your home need insulation and a vapor barrier.

Yes, all exterior walls are part of your house envelope that separate conditioned space from unconditioned . Therefore, there must be insulated and have a Vapour barrier on the warm side.

Arlene, Yes to the insulation question. It doesn't matter that the washer & dryer are there, all exterior walls should be insulated for the general warmth of the building.
