I am installing new backsplash as well as range hood. I am thinking I should install the range hood first and then the backsplash, unless the backsplash should go all the way up under the cupboards behind the range hood.

I always tile first...run an extra row or 2 up past where the bottom of the hood/microwave will sit. Then install a couple up the sides of the boxes. That way the microwave will sit flat against the wall/tile. When you put the microwave up you will not end up with an awkward last row of tiles you either have to cut down or fill a large gap with grout or caulking!
You should put the tiles on first so you don't have to try and cut the tiles around the mounted fan.
And when you replace the fan, the tiles wont be missing underneath causing you to redo the backsplash.
