No it has already a shut off before water meter

water meters always have shut-offs already..but if you have none you will have to get your city to turn water off outside in street so they can do it for you...as for a secondary suite you should have a main shut off if separate supply line to suite or like the rest of house just remotes at fixtures (ie: tub, under sink, at washer etc)..PS: if you have no meter shut-offs and don't want to call city and all the hassle that involves a good plumbing or mechanical company will have a line "freeze kits" for difficult repairs..they work quite well on line under 2" even if hot..Cheers
