Side Entrance to Basement

Hi I am looking to add a side entrance to my basement but City of Vaughan requires 2m paved walkway + 0.6m undisturbed setback. My side yard setbacks are 1.25m and 1.21m. Does anyone know applying for a minor variance would work?

You will never get a clear answer except to make the actual application, anything else is opinion. Sometimes if it is a matter of inches they may pass it but there is no guarantee
