Can I use spray foam around my electrical boxes instead of those plastic bag things you have to punch holes through for wires?

No you can it's not code and it's dangerous

The only time you would do that is when your insulating with a 2 pound closed cell spray foam everywhere and poly is not needed. If you do that just behind the boxes and batt insulation elsewhere and no poly around the boxes (but poly on the warn side of the wall still) then your actually creating condensation and trapping it there. So long story short, for code reasons and condensation etc. i would not.
