Spruce lumber for garage

I have built a garage and lined the inside of over head door and a 2 by 4 on out side which I will get capped with metal. The problem is I used spruce lumber and it is in contact with concrete floor, which I see is done all over here in Alberta but the inspector says it has to be treated lumber. Is this the case? Also my ladder on base walls is spruce and it was not called.

Yes, it is code, you could have put a tyvak between the floor and wall.

It has the be treated lumber or have a membrane (like plastic) between the wood and the concrete.
