Can we build a sunroom for a corner plot that has one side road and one side park?

You have to look at development regulations to begin with specific to your neighborhood; there may be restrictions regarding distances to property lines on all sides of the home as well as maximum percentage of lot coverage.
You then need to consider Building Code requirements; depending on the area of unprotected openings (windows and doors) there is a calculation (table) to determine allowable distances to property lines if you have a neighbor adjacent (roadways and parkland wouldn't matter).
