The concrete garage slab was not power trolled finished properly - can I withhold payment until it is repaired?

I am having a garage built and the slab was not polished with the power troll correctly. The finisher blames the concrete company as it did not cure correctly.
Can I withhold payment for the concrete and labor until it is rectified?

Yes, you can hold but better to check with your regional building department. I am in quebec, here customer can holds the payment if job is not finished completely or not accordingly.
