Water marks in garage after heavy rain

I assume your house is brand new. It's not normal, if builder declines to fix the issue contact Tarion and they will make him fix it or will send someone else to do it at builders cost.

Will take a while to fix if you have to go through Tarion.

Definitely not normal! Make them fix it before their warranty expires!

It's not normal even after very heavy windy rain ? What do you think the problem might be?

My concern is that they always call the same service man who seem to always patch things up, they never bring anyone qualified that could assess the problem properly. Usually the handy man would look at something, caulk it and leave.

That's not normal. We all seem to have established that, if they keep sending a handyman and you feel uncomfortable with what he's doing I suggest you call a company that specializes in foundations have them look and give you a report on what needs to be done. Then from there take it up with your builder and if he doesn't correct the issue take legal action. Water damage is not a matter that will go away unless it's fixed.
