Waterproof Inside or Outside

Hello,

I have a house in Guelph, Ontario that was built in 1954 and has water coming into the basement, usually only in spring when the snow is melting and rain is happening. Would it be better to waterproof from the outside or from the inside with a weeping tile/sump pump? what would it cost roughly to do either?

If I get it done from inside, the basement will be unfinished (its finished now but I will rip it all out). basement ceiling height is around 6'8"

the outside has the driveway all along 1 of the wall so that would need to be ripped up, and the back has a deck along the whole wall but it can be removed because i want to do a new one anyway.

the house is around 25'x25'

Any advice is greatly appreciated.
