Occasionally a small area of the bricks on the side of the 2 level house appeared damp/ wet on a rain-less or on a dry day in the winter (or after a long time post rain in the summer).

There is a colletion of water that is slowly releasing into the brick. I would recommend having someone investigate as these bricks will fail in time and or mold may become an issue

Are the wet bricks on the outside of the..
Chimney? bathroom? Kitchen?
Is the water from weather or is there a broken water pipe near the wetness?
So many possibilities.
A picture of the wet area would greatly help in this internet diagnosis.
Wet bricks that are not in direct wind line or sunshine can remain wet for a while if environmental issues do not wick the water out after a wet day [rain].
If the bricks stay wet for an extended period, spawling of the brick face can occur as the outer layer of the brick will contain water which can freeze in the colder climes and then form ice which 'pops' the facings off.
and general deterioration of the brick will happen.
Whatever the reason/cause of the brick wetness should be investigated by a Expert in Bricks/Masonry.
Moisture can get tramped in the pours of the brick and then sit there for awhile. Its important to keep the brick dry so it doesn't disintegrate. Make sure the weepers are cleaned and vents are sealed around the brick.
