What is required for Repaving Driveway?

My driveway needs to be repaved.
It was done, professionally in 30+ years. Obviously it has sunk in spots, cracked and sloped.
I'm being told, after the asphalt is removed, the driveway will have to be dug down about 10" and relevelled with fill.
I do not understand why an already well compacted sub surface would be disturbed. I would think you would build up off the existing surface.
