A couple of years ago we partially finished our basement without a permit. we installed a bathroom with sink, toilet and bathtub. Put up some interior walls and added some electrical outlets. We are now having some regrets about that. To make this right what kind of process would we be looking at? what kind of expenses and/or fines would we be looking at?
The complications could depend on the particulars of your situation. If the home is your home (principal residence) and it's a single family home you may be permitted to pull homeowner permits for electrical and plumbing. You haven't said whether these were completed by licensed trades. Often the permit fees are doubled in your situation. For minor projects there may be a requirement for only one inspection for plumbing and electrical which is normally done at the rough-in stage. The building inspection is normally only a final for minor projects (prior to occupancy). If there are obvious Code violations of course these would need to be rectified and you would have to conform to the most recent Code, which for example means arc-fault breakers on many of the circuits (not only bedrooms), interconnected smoke alarm inside every bedroom, etc. There is also the question of property taxes to reflect the increased value. If there is a secondary suite it may not necessarily be approved for development. Municipalities can also impose a range of fines which are based on individual circumstances.
