What kind of training is required to become a stone & brick Mason? Does it require a licence or certificate? Are permits required to do re-parging, concrete and brick repair? Any information is greatly appreciated.

You can easily Google information on the trade in your region to find specific offerings. In Alberta there's no requirement in the Building Code to employ companies or individuals with certification in this trade.

Permits are typically not required for ordinary re-parging or repairs. Replacing a foundation would be an example of where a building permit would be required.

Even though permits may not be required it does not relieve the owner from ensuring any work performed complies with Code. The Code does not provide information on re-parging or crack repair for example however dampproofing and waterproofing are described. Also, parging is NOT required by Code (it's only a decorative finish).
