I have a two adjacent rooms I'm trying to design but one room has 13' ceiling heights and the other is 12' so what would be the height of the exterior wall?

If the drywall on the ceiling is attached directly to the floor joists or roof framing then normally the exterior wall should be 12 and 13 feet.
They may have frame down the ceiling in the 12 high room to allow for mechanical runs.
