What would it cost to install a stairwell to create a basement entrance in Kingston?

I have a house in Kingston, Ontario built in about 1945. I would like to have a separate basement entrance from outside. This would involve excavating, making an opening in the existing block foundation, installing a concrete stairwell, presumably connecting an in floor drain from the bottom of the stairwell to the drain system in the house, and framing in a door. What kind of price range might I expect to pay for a contractor to do the entire job, including everything involved in pulling the permits with the City?

Is this a job that Kingston contractors are likely to have prior experience with?

Based on the given scenario. There are 3 steps

1) To prepare permit drawings - cost depends on what you have? Like site survey copy, original drawing of the property etc. If its a conservation land adjoining then additional requirements. This cost could be starting from 3000 to 5000 $.

1a) City permit fees varies on what is involved you can call your city they will let you know.

2) The construction cost depends on site condition, distance between two properties, can machine work or has to be hand dig. How deep it has to go? Will underpinning be required? How much earth to be transported. Any other structure needs to be protected or secured. Any tree fencing required? So this cost can be different without knowing FULL details or the approved drawings are there and with site visit any contractor can give you more accurate quote. Till then it is all shooting in the dark. All estimates will be with too many assumptions.

3). Also depends what level of construction you would like to get done? Minimum code or best and solid so it last long and minimum maintenance in future if need to address other things with this so that in future you dont have to open same area again.

The more details, the less assumptions the less surprises and you will remain in budget or the estimated cost.
