When a contractor does the work 9 weeks later than promised, can I with hold payment for 9 weeks?

I hired a contractor to install a screen to enclose my deck. he told me an install date of Jun 8th. It is now Aug 11th. Can I pay him late, just like he showed up late to do the work? I have been on his case politely since June 8th about getting the job done. He does not seem to have any regard for time management.

Normally yes 9 weeks past due is a big issues but if u had a contract u could of held back or even charged money for weeks late but on the contractors side pandemics that shut entire country's down during your project could play a big factor to why he is so late material shortages have been an issue for all of us contractors

I agree with the earlier reply. The Pandemic and short supply is a MAJOR issue that we all contractors face. Also if he was getting government 2000$ and did not want to give up that for a small job like yours so, so many reasons. Good and the positive part that he showed up and going to do the job. Now a days i see lots of horror stories that contractors have taken money and totally disappeared. Do not reply phones, text messages and NO ADDRESS with home owner so see the positive side and work with contractor and get the job done.Pay only when job is finished to your satisfaction or as per agreed contract.
