When is final inspection for a residential build? Does it happen before or after the landscaping is completed?

A home inspection can be conducted at various times throughout construction and post construction. Generally speaking we conduct inspection once the occupancy permit has been released.

As You'll be ready for the final inspection. It doesn't matter landscaping is completed or now.
Final Inspection may depend on the code in your Province. However final inspection refers to being able to live in the home. Final Inspection by the city gives an Occupancy Permit to the Builder allowing a buyer to move in. Landscaping final will occur after occupancy. If you are in a sub development, then landscaping may wait until many homes are occupied or completed. the City will give Builder an approval of grading but this should not effect occupancy for most cases.
You can have a PDI (Pre-delivery inspection) a few days before or the day of possession. You can also have a inspection prior to 30 days, prior to 1 year and that is when basically everything is warranted by Tarion. After the 1st year many things are not warranted. You can also have an inspection prior to the 2 year and 7 year period. These only cover certain parts of the house system.
