I have been asked to demo and rebuild a bathroom due to mold The house is a vacant foreclosure that really needs to be gutted out. My question is, if I tie the new bathrooms new ductwork into the buildings existing duct system will the permit inspector hold me accountable for the ductwork outside of the bathroom? Likewise with the electrical. Will my bathroom fail because of electrical issues outside of the bathroom?
Hard to tell exactly what your concern is.
Regarding HVAC: the rebuilt bathroom is required to have an exhaust fan to satisfy current Code; if you're adding a heat run to a bathroom where none existed before and it negatively affects the system performance that's a potential problem.
If the inspector arrives to see the bathroom and notices significant other issues (i.e. obvious previous work done with no permit) - could be an issue.
If you're adding a bathroom receptacle & fan to a circuit that's maxed out there's a potential problem.
Best thing is to ask questions of the staff at the counter when applying for permits to make sure there's no surprise.

This is a tricky question....and depends on the integraty/zealosnes of the inspector.
If the permit/demand/obligation only involves the bathroom in question .....than the inspector has no right to go any further.
However...... another rule states that if you alter something ,.........you are responsible for the whole system

If you are doing a duct or electrical work inside the washroom, he has to make sure that they are connected and working probably however if that affected by and defects in other area of the house, then definitely will be an issue.
