If water is a problem, do you have sump pump and drain currently installed?

The best would be gravel, ridgid insulation and then concrete. Since it's open and water seems to be a problem, I would install an interior weeping system hooked up to a sump pump. You NEVER want to use wood, it will rot and cause nothing but problems.

I would recommend removing all the dirt to the top of the footing level, install interior weepers and sump pump (with a battery back up), 2" gravel compacted, four inches of concrete, DriCore flooring, then your finished flooring of choice.
