Should there be water in the pipe that drains from a washing machine?

When we do laundry the toilet has been bubbling when the washing machine is draining, going into the rinse cycle. An air vent was installed but still having problems and when I checked pipe behind washer it sounded like water was in it. Is this normal?

Yes there should be water in the pipe, but only in the trap. Which should be there??? You should get someone in to look at it. Either the pipe has a clogg or it's not plumbed right. It's not normal to get bubbling in a toilet.

Water should only be in the trap. If it is not draining properly, their might be blockage somewhere.
