Cost to install a 40 gallon gas hot water tank?

Recently low income neighbor's hot water tank died (leaking rusty water - perhaps anode tube gone). Tank is about 10 years old. I may have found a good used tank for them and I am working on getting funds to have it installed. They have been without hot water for 2 weeks now.

I need to get an idea of how much it would cost to install.

Gas code allows us to install and verify in good condition a used gas appliance. Plumbing Code does not allow us to install a used fixture/appliance from a different dwelling. We can't by plumbing code install a used hot water tank from a different home into your home, it is unsanitary. Therefore a ballpark cost of new install with permits is about $1000.00. Also, we do not do gas hot water tank installs with-out permits.
