We would like to know if we can remove a small section of the foundation so that the new tiles will go right up to the wall. The size to be removed would be; Length 8'4", width 3", height 1 3/4".

It's going to be a lot of work for a small benifit, but yes, you probably can remove it if the rest of the foundation and the basement wall is stable, level and without major cracks.
You will need a concrete chipping gun to chip the concrete below floor level, then bring it back up again with floor patch to level it. Caulk the joint between the floor and the wall before you put the tile in with great quality caulking.

If I see this right , I'm looking at the footing of your house for some reason, not the floor. If this is true, it's not a good idea to use a jack hammer on any footing, your just asking for trouble. If you need to remove a small amount of material as you say, cut it with a 4" side grinder and a diamond saw, its messy and dustly so you need a shop vac and 2 people. Cut slots as deep as the saw will cut , try 1" apart at first then go wider, brake the peaces out with a hammer and cold chisel, re-level with modified thin set when you do your tile. This is not the easy way, but it beats foundation work in the future from a cracked footing.
P.S. if it is the floor, jack hammer away , the floor is not structural, a bag of cement with latex additive will fix any mistakes.
