I am wanting to have a 24 x 24 garage built with icf below grade, and wood above grade. Just 2 car doors, and 1 person door, with vinyl siding. Where I live, there must be 4 feet below grade to footing. Nothing special, with a straight roof with peak running from front to back,

I believe you have two stages of work first of all engineering drawings, structural to show size of footing and posts and rafters and architectural to show the materials for wall, doors and... based on your preference.
The next stage is doing construction according to approved drawings.

The cost would be very depends the material you select, shape of roof and size of garage.

Averagr cost approximately 35k - 40k with 6" wide ICF foundation below grade to footing and 8" wide concrete footing 2' below the foundation.
Wood structure above the ground 2x4, and flate roof with gravel asphalt.
Concrete floor with 1x2x4 ratio.
2 garage door independently for cars
1 casuall personal door.
If you want insulation there is more money to add.
I would tell you exactly with pictures but I just built one exactly like this 25ft x 32ft foundation dept 52", heated slab, complete finish, electrical, drywall rear door with 2 skylights.
Exterior finish hardy plank and 2 vinyl windows 3x5.
Total cost came to $86,700
