A ballpark estimate is necessary as I'm in process of getting financing to convert a building on my property to a guest cottage. It's the size of a single-car garage, about 350 square feet, and is insulated and has modern wiring. It might require changing the roof as it has metal supports above the ceiling, and I would like to have a cathedral ceiling, a bathroom, closet and kitchenette, with a sleeping loft in part. I have quoted laneway cottages and expect from $100-150,000 done legally. Using a existing structure may lower costs but considering the major structural changes you want might it may be cheaper to tear done and build from new. Your plumbing and waste tie in's to garage could be costly as well. You need to apply for a development permit 1st, you may not be allowed to use the structure or even do it period depending on zoning .
With all the development and building code requirements you'll be facing you might find it simpler to start from scratch rather than convert this building.
You haven't described the construction adequately to tell what's necessary. If it is a slab-on-grade foundation that is something only permitted for a garage up to approx. 24' x 24'. Houses need to meet todays energy codes which would mean thick rigid insulation beneath the slab to start.
Unfortunately there's no exceptions in the Code for seasonally occupied buildings such as summer cabins.
