Prices should be less up your way than in the city. Also, now is a great time to contract the work out if you can because construction is generally slower in the winter and its prferable to have indoor work.

Your cost range should run between $60 - $90 per foot, complete, assuming modest finishes, with potlights and pink insulation. Consider upgrading to the new blue mold resistant studs as bottom plates only for the steel stud walls, with blown in foam insulation. The foam costs more, but its worth it. Provides five times the R value of pink (inch for inch of thickness) and is its own vapor barrier.

Also, pink loses a lot of its insulating qualities in damp areas. The foam will give the basement a very warm and quiet 'feel".
