Cost for excavation and foundation work?

First home build in Quebec. Looking at potential cost of excavating (4 trees to remove and 2 stumps, dig is 4'6" down, and cleared, grass covered) and completing foundation, straight forward, including foam and insulated floor.
House 31x44 sq.ft.
Garage 14x32.
Will digging in March be more expensive as ground is still frozen?
