Cost of upgrading an electrical panel from 100 amp to 200 amp with ESA certificate of final inspection for the basement?

Prices vary from province to province.
If it's a straight panel upgrade, rough guess is $1700-2100 (area).
If anything else is being done such as a new circuit or 2etc, obviously costs will increase.
Contractors may be able to offer financing (option) through an energy efficiency program (as we have in Winnipeg).

Agreed. The cost will vary from area to area. If your service is already underground, then the cost is relatively inexpensive as the wiring and meter socket are in place and all that needs to be changed is from the meter socket and the panel; that would be in the $1700-$2100 range.
If your service is overhead or only 100 amp underground, then the cost increase as all of it needs to be changed to 200 amps. I suspect you will be looking at $2200 to $3000 for a 200 amp overhead service depending on the distance to and from the meter socket. Any wiring for the basement would be additional to that.
A new underground 200 amp service could be as much as $5000 or more depending on distance to connection point and what would need to be dug up or bored.
