There are way too many variables involved in this to even ball park a cost for you. Contact your local contractors to get some estimates done.
You will require drawings and planning approval from the ESA for jobs this size if you have no stamped engineering drawings.
The previous two postings are correct, there are many items that would need to be researched before an accurate estimate could be provided. without looking at your proposed project / building, sit conditions, the area... an average square foot cost would range from 120 to 175 per square foot. I also understand "sandwich panels" are cheap, lightweight, easy to erect, hygienic and able to provide an excellent thermal barrier. but you may want to discuss with you insurance provider if this is something they will insure as; A building constructed of sandwich panels does not maintain its integrity in a fire and the panels may actually contribute to the fire spread. Combustible sandwich panel construction is insurable, but protective safeguards must be followed to prevent a catastrophe.

Unfortunately, there is no way to price such project per ft2. All architectural, mechanical and electrical drawings with all the specifications are required for a proper estimate.
