My bassment is 640sqt and have all the plumbing and electric and heat and plugse done and also the dry wall is done in the most need onley in the ceiling and it need to be cepareted to make one bed room and one bath and how much it will cost for the permit?
If all that is left is the carpet, a little drywall on the ceiling then that will not require a permit. Also if your bathroom is already roughed in and the plumbing is done and all you need to do is install the bathroom then again you do not need a permit. The permits should have been obtained before any of this previous construction was done.
If I understood this wrong and you do still require permits then it totally depends on who you go with to get them. Sometimes they are reasonable and sometimes they can totally catch you off guard with the price.

A permit was required before any of this work was to be done. The process starts with submitting a plan to your local building dept for approval and then inspections are carried out through out the process as specific sections are done, same goes for the electrical.
