Several lights in my home are not working. These lights are located in the laundry room, garage and master bedroom. How much would it cost for the repair. Does anyone offer free estimates? I can't afford to pay for an estimate and then an additional charge for the repair.

There are a lot of possible problems that might cause this, and I understand this is probably pretty frustrating for you. Here in BC most electricians would probably charge you service call rates (hourly) to come out and diagnose the problem and fix it. In most cases like this the majority of the work is in the diagnosis and the fix is relatively simple. The electrician has to account for the cost of their time, so they could either charge and hourly service rate, or charge you an inflated rate for the fix that would cover their diagnosis time as well. Either way, the repair done properly by a qualified electrician will have to include the cost of their time to diagnose, install, and provide and materials required.
Electrical problems are not an area of your home where you should consider cheapest options. Whatever the fix is the cost will be appropriate and probably reasonable. This is not a place to cut corners.
I suggest you call around to a few electricians in your area, and course I've you are comfortable with. Check to see if they are members with your local home builders association and better business bureau, as these are most likely the companies that will give you the best service and price.

Do the only real problem with electrical repair is we don't actually know what's going on until we take a look (we can make assumptions, but that's not good enough).
Getting a quote to replace light switches shouldn't be too hard. If that were done and it didn't fix the problem then you will have wasted your money.
Pay an electrician to diagnose the problem first. It could take 5 minutes or a hour. Either way, a basic service call charge should cover the cost of that.
