How much is it to wire a basement and to install 16 4inch potlights?

What is going in the basement? Is there a bathroom ? Are you drywalling the ceiling or is it ceiling tile?
Generally if you just want a few plugs to minimum code and 16 potlights it shouldn't take more than a full day to do the work. (Approximately $500 NOT including material)
That is assuming that your electrical panel is not completely full and a few circuits could be added.
Also are you wanting a permit and inspection with the city of Winnipeg? Permits run around $150
