We would like to add a front porch - perhaps a portico or extend the existing porch.
Any idea on costs and how long it would take?

I am in Alberta so my travel time would cost a fortune.
What you should do is provide as much specific information as you can. What size porch would you like to end up with. What do you want it to be made of ... cement, wood, composite, brick, stone, etc.. Is the awning to be replaced as well? Is the old porch to be removed or just modified? These are what a contractor needs to know before an estimate can be properly made.
As to timing, most of us are very busy so I'd count on at least a month. You may be lucky. The main thing is to make a more precise plan as to what you would like.

We would like to keep the old cement porch which is currently 4x6 and have it and the stairs modified - possibly extending the porch size to 4x8. We would also like to remove the awning and build a roof structure above it, supported by columns and a new railing.
I cannot give you any idea with out more information. How big do you want it and what materials do want it made with?
A front porch will require a construction permit for $80.00 plus a % of the construction cost. The permit application will require 2-3 drawings at a cost of $100.00 each.
