Rough idea for Detached Workshop

Looking to find out a 'rough' idea of building a detached workshop before getting too deep into design details, etc. Ideally would like approx. 1000 sqft with smaller upper level of maybe 750-800 sqft. with vinyl siding and asphalt shingle roof matching house, one garage door and one man door on ground level and maybe couple of windows on upper level. No interior finish required at all only to lock up with basic electrical installed preferably 200A service separate from house.. If upper level turns out to be not allowed then same specs for only lower level. Just looking to find out ballpark idea of the costs involved so can decide if it could be a feasible project at this time. Located in north surrey area. thanks!
