PEI Contractor License Requirements

In Prince Edward Island, the overseeing body that monitors trade certification is the Government of PEI-Apprenticeship Section Department of Innovation and Advanced Leaning Post Secondary and Continuing Education.

Education and Certification

In PEI, some trades are designated trades. Designated trades have apprenticeship programs. Within designated trades are compulsory trades. Compulsory trades have certification processes, and require workers to either be a registered apprentice, or be certified with a Certificate of Qualification to work in their field.

Compulsory trades include:

  • Construction Electrician
  • Plumber
  • Steam Fitter / Pipe Fitter

A Certificate of Apprenticeship and Certificate of Qualification (C of Q) is given to a student who completes their apprenticeship and passes their final examinations. The C of Q means that the student is now a certified journeyperson, and is able to work in the province.

Certified Workers from other provinces carry a C of Q from elsewhere in Canada. These qualifications are considered sufficient certification to work in PEI without any further examination.

The Red Seal authorizes a tradesperson to work in PEI, and across Canada. To hold a Red Seal, a Journeyperson must complete an exam which tests standard, expert knowledge on a given trade. Individuals can qualify at the Sullivan building in Charlottetown, PEI.

Licensing and Permits

Construction Electricians

Construction Electricians must have their C of Q, or be registered apprentices in order to work in the field. Moreover, they must be licensed to practice in PEI. Only electrical contractors who have licenses can apply for the appropriate permits, which are essential to do work in PEI.

Gasfitters

Gasfitters, as of now, do not have applicable apprentice hours, or trade qualifier hours to fulfil in order to write their certification exam. There is no in-school training. While this is not a compulsory trade, gasfitters are oftentimes encouraged to have several years of work experience to work with a company.

Home Heat Tank Installers

Home Heat Tank Installers must have their C of Q, or be registered apprentices in order to work in the field. Additionally, they must have a license in order to install a home heat tank.

Plumbers

Plumbers must have their C of Q, or be registered apprentices in order to work in the field. As of June 2014, any company conducting plumbing services must hold a Plumbing Contractor's License. Within that company, at least one person must have a C of Q Journeypersons' certificate in plumbing, or have a work permit issued for a plumbing apprenticeship. Additionally, they must obtain a plumbing permit, which is required for most work on plumbing systems (construction, extension, alteration, renewal, or repair).

Refrigeration and Air Conditioning Mechanics

Refrigeration and Air Conditioning Mechanics must have their C of Q, or be registered apprentices in order to work in the field. Additional licenses are required depending on the substances (Ozone Depleting, or Regulated substances) the mechanic handles or purchases. These mechanics can only work with appliances that do not exceed 400,000 buth.

Roofers

As of now, roofers do not have an applicable number of apprentice hours necessary in order to write their certification exam. A total of 8000 hours (2-3 years) must be completed in order to write their certification exam. This is not a compulsory trade.

Permits

It is very important that you check with your municipality regarding permit bylaws. Additional permit requirements include building permits for projects including: building construction, additions, and extensions.

Changes to Licensing Requirements

Because licensing requirements change, it is important that you check with both your provincial and municipal office to verify if any updates have been made, or if additional licenses or permits are required.
