A wooden staircase refinishing question

The sander did a very poor sanding job. My contractor is trying to convince me that once he puts on the varnish, it will be corrected. The dark stain has been applied and one coat of varithane. I want to resend these obvious lines and circles myself. He does not seem to be hearing me. What do you advise I do?

The only way you will get rid of the swirl marks in the wood is to resand it. Useing the proper grades of sand paper. The varnish won't hide the sand marks.
