Chasing Contractor to Make Final Payment!

Hired a flooring company to install tile, per contract 30% was paid prior to work being performed, the job is complete but have some issues, yet the contractor has not billed me or contacted me on arrangements for final payment. I have attempted numerous times to contact him to no avail. Hesitate to just mail him payment. Any suggestions would be appreciated.
