Vinyl flooring with no padding

Basement contractor put vinyl planks with no padding. Planks are 7 mm thick but the concrete floor is not level. As I step on it I feel it depressing/ going down and popping back out. It has been directly put on the concrete. Should a vapor barrier/ padding or something not have been put underneath. Do they normally move so much or have so much play with just walking on it.

We always suggest to my clients the installation of dri core 2'x2' subfloor panels. I usually suggest aerated. So if water ever enters a location in the basement in the future, it will dry. There is also the same manufactures product with a foam backing. It provides a little warmth, and quiet.

A lot of contractors install rolled out foam first. But it is not particularly a good solution.

If floor concrete is not level vynil will play. Maybe they didn't use underlayment too.
