I wish to add storage capacity in the loft area of my garage. I'd like to add a simple set of stairs for easy access rather than using a ladder. To walk and store safely I want to secure some plywood sheets on top of the rafters. I don't intend on removing any trusses. Is a permit required?
If you were to apply for a permit there would be a long list of requirements to satisfy development and Code regulations (stair width, tread width, handrails, guards, ability of roof system to carry loads, etc. There is a provision for minor projects without permits however that doesn't mean you don't have to conform to Code. Most people wouldn't bother with a permit for something like this however when it comes time to sell it could be an issue, also if it is unsafe and an injury or fire were to occur.
Not necessarily for a garage, if it was your home yes! It is recommended to hire a licensed and reputable Contractor however. I have installed pull down attic ladders as well which can be a good option in garages to save space.

The garage ceiling usually use 2x4 stub and 24 inch on center. Cannot be carry heavy stuff. No permit need only store some light stuff.
