Installing vinyl plank flooring over concrete slab.

The contractor installed a vapor barrier then 3/8" plywood. Prior to installing vinyl I noticed bulges in the plywood. The sheets were installed right against each other. I think it is an expansion issue he says they can put more screws in. I want to maintain the vapor barrier and have a flat tight subfloor. What is correct fix? Do we need to start over with a new approach?
