Wet areas on foundation block

I see wet spots on foundation blocks and I don't know the reason. The foundation blocks are parged 3 years ago, last year we have moved the sump pump discharge location as it was underground and there was a concern of having the pipes frozen so we moved their location.
The first picture shows the wall before moving the sump pump discharge and the other one after moving the sump pump discharge. It's under the window sill.

You will need someone to look in person both inside and out but it clearly sounds & appears like you have a leak from the new discharge pipe going through the wall. The hole may not be properly sealed either?. If you notice the blocks look more wet after a rain you are likely getting water in through that point
