We suspect rats are entering our basement along the electrical conduit behind the electrical panel and nesting there. The panel is mounted on a large panel of wood which we can't get behind but rats have been seen going behind. There is a large hole where the conduit enters the ground beneath the hydro meter outside. How can we get behind the panel to check and seal off?
There's no problem that can't be solved with a chainsaw (quote from Timber Kings).
Save yourself alot of hassle & expense and just fill the hole with spray foam. There is even a type that is toxic to mice and they will not chew it, look everywhere for these holes. A mouse can squeeze through a hole the size of a quarter, they have claws and can climb as well so look on walls outside house too. They can get under a garage door that has a crack open on bottom etc., etc. They will also run in if its really cold and a door is left open a few minutes. Sealing holes and humane snap traps or live traps will solve the issue. Use peanut butter as bait. Do not use glue traps they are really barbaric.
