I have 125amp service in my neighbourhood from Alectra
I want to separate the top from the bottom in my bungalow to make two suites. Is it possible to do it based on the city requirements?
You need to upgrade to a 200amp service and have two separate meterbases. Then the wiring for the two units separate into the two panels.
The most amount of amps I can get to my house is 125. What do I do then as 200 amps are available for an extra 15-20K from the electric company

Have you considered offering the other suite as low income housing? This will allow you to apply for grants from County Wellington and The City of Guelph. There are quite a few forms to complete and requirements to maintain but it is an option to fund the power upgrade.
