Hello, I got approval for the basement below-grade entrance. Is it mandatory to have a concrete footing 4 feet below landing slab. That's what got approved by city of vaughan based on the structural engineer's drawing. But the cost of construction is high to have that kind of footing. I know its nice to have a footing. But now am questioning my architect to submit a revision to see if the city approves without a footing as most of the entrances approved nowadays do not require that. Do we just need a footing?

You need the footing for the below-grade basement entrance. Otherwise, the city won't approve it.
A footing is mandatory across Canada. You also need proper drainage installed. I would not do without it regardless anyway, as in Canada with our weather there is a reason that footings are required in that application and many others similar, you may regret it later. It costs what it costs to be done right.
