Can I install basement door with electrical and gas meters there?

I want to make a side door to finish my basement, but the electrical & gas meters are installed there by the city. Is there still a way to make the door? As the city may not give permit to move their meters, what other option do I have to make an access to the basement?

You have many options including relocating meters. It will just be done at your expense.

I'd suggest you contact the city. I believe it can be done but the gas and electrical would have to be moved. Gas, especially, has to be a specified distance from windows and doors for safety reasons.
