How much does it cost to develop a legal basement suite in Edmonton?
Require 2 windows cut out, another furnace, sound proof the ceiling using quiet rock and sound channel, need bathroom plumbing (no rough-in), 2 bedrooms, kitchen and install 100 amps panel, size is about 1100 sq. Ft Bungalow.

I know to install a second furnace, not only do you need a second furnace but the duct work has to be altered to separate the upper part from the bottom and systems balanced. All the Plumbing needs to be fire rated that passes through the floors, from basement up. You can use ABS for the under ground. You need to treat the development as a commercial project. I only know of the Plumbing and Heating because that is what our company does. As for pricing it all depends on the size of your place, the more material required the more expensive the cost.
We would be thinking in the ballpark of 70k. I'd be concerned with estimates under 60k.

You might want to check bylaws as to the allowed size of the suite, some communities have restrictions as to how big they can be. Here in Nanaimo it is 968 sqft or 40% of the house which ever is less.
As for your project there are many factors that can make a lot of difference. The design and layout of your proposed suite in relation to services. The materials in finishing. Finishing can easily be much more than you expect. I do not see you doing it for less than $55,000. In fact at that level it would be cheap. I would budget $65,000 and be prepared to add another $5,000 contingency.
