Your question has many unanswered questions! When you say 14 lights, are you referring to under cabinet lights. If so, why not utilize led strip lighting. Where are you getting the power for the under cabinet lighting from? Are the other 9 ceiling lights led or something else? Do you want the new 9 lights on a single pole switch or 2 - 3 way switches? You want a quote for rough-in & finishing. Who's providing the boxes, wire, connectors, & whatever else? I would suggest you have 3 different electrical contractor's come into your home so that they could have a better idea of what the real scope of the job is. Just my opinion, as I sure couldn't provide you with a quote that would be favourable to either you or me

I would guess user $1700 BUT I need more information to make it more accurate.

Hi there, you should invite two or three qualified electricians to get a right quote. You will have lot of questions to identify a full scope of work and material to complete your project.

Is interior lights in kitchen mean pot lights?

Under cabinet lights depends on length - where are these jobs located?

This price could range depending on type of lights used, who will be supplying the lighting, whether there needs to be drywall and painting repairs, type of breakers if needing to add any, if your panel has any space if you need to add circuits. Too many variables. Contact Licensed electrical contractors and get legitimate quotes. Rough numbers are never good to go by.
