Use all reasonable efforts to contact them, be it phone, email, what have you. If that doesn't work and by the sounds of it if they aren't a legitimate company, the next step would be to file a police report. Phone numbers can be tracked by previous owners.
Then make all reasonable efforts to avoid letting this happen again. Ensure they have WCB and insurance because those are the easiest ways to track a contractor, and it keeps you protected.
If you could find this character and wanted to pursue the issue it is unlikely they have any money to repay you.
I would say to look into his pre-paid contractors licence to see if you can pursue the provincial regulator for relief. If you didn't confirm he has this licence then it is unlikely he does.
If you have copy of contract signed contact the Better Business Bureau, contact local police to file report and file in small claims court.

Irregardless and or If yes or no, request details and file a report with them. They will attempt to communicate with the Company or principals. When you file all information will be published to the public. If that company wishes to protect themselves from litigation they will respond to you quickly.
