Looking to finish the basement on the budget. Builder insulated only half of the wall with a vapor barrier, insulation is R12. Can I install insulation underneath and put framing on top?
It's a detached house built on 2000's in Aurora. Basement is waterproofed, there is a plastic membrane outside along the perimeter of the foundation. In three years living here, there were no water leaks.

And seeing as there is no leaks meaning the outside of the basement has been done correctly than you may go ahead with drywall and get the job to the next step.
Done wrong...builders do that pinned insulation direct too walls as a cheapo method to clear final permit. If you want a professional job, it has to have a air gap of 1/2" from concrete to prevent condensation build up and future mold. If you want to do it right, rip it all out, frame frost walls 1/2" min from foundation walls then put in batt insulation (Roxul/Rockwool is best) and vapor barrier on warm side, you also need to fully insulate and vapor barrier the joist pockets
