Is it by law in Richmond Hill if the fence can be approx. 6 ft tall with about 1 foot of lattice on top? Total height of the fence is 7 with the lattice.
This is beside our neighbours on the backyard.

I would say either 1.2 m or 2.0 meters depending where it is according to the City of Toronto fence By-Law http://www.toronto.ca/legdocs/municode/1184_447.pdf

I would suggest phoning the Richmond Hill "town office" or whatever the local authority may be called. There are standard building codes but there are also regional or community specific bylaws that may apply. By making the call, you'll know for sure. Relying on others, even your neighbour, may not be the best idea. If a neighbour built a fence and didn't follow the "rules", they may be subject to fines and/or a total fence replacement cost.

What's the relevancy of the height issue? Is it blocking the view of your neighbours property or some neutral scenery? I think first and foremost should be the neighbourly consideration that if it's not impeding on your property or view of the mountains, then let it be. Irregardless if the neighbour was inconsiderate or not when they built the fence.
I'm sure the height restrictions in Richmond Hill is equal to those associated with other regions of 2 meters or 6 1/2 feet. The extra 6 inches is inconsequential.

In Richmond Hill, the fence by-law provides that rear and sides yard fences can be built to a max. height of 6 feet (1.9 metres). That is max. allowed with or without a lattice on top. You can find all the relevant information in The town of Richmond Hill website.
